President Ruto Signs Bill Allocating Ksh.46.3 Billion to Counties

President William Ruto, on Monday, gave his assent to the County Governments Additional Allocations Bill, 2023. This move will result in counties receiving an additional Ksh.46.3 billion to support their operations during the Financial Year 2023/2024.

President Ruto signed the bill at State House Nairobi, alongside Prime Cabinet Secretary Musalia Mudavadi, and Speakers Moses Wetangula (National Assembly) and Amason Kingi (Senate), as well as Council of Governors chairperson Anne Waiguru.

Among other leaders present were majority leaders Arron Cheruiyot (Senate) and Kimani Ichungwah (National Assembly), along with Kiharu MP Ndindi Nyoro. President Ruto highlighted that this allocation aims to ensure equitable resource distribution, fostering confidence that counties can effectively serve their residents.

“I’m happy that now we have resources that will support our counties to discharge their mandate,” he stated.

Of the total allocation, Ksh.5 billion will be allocated to the Fertilizer Subsidy Program, facilitating the distribution of subsidized fertilizer to farmers. Additionally, Kshs.4.5 billion will be channeled to 18 counties under the County Aggregated Industrial Parks Programme, with each county receiving Ksh.250 million. These counties include Bungoma, Busia, Embu, Garissa, Homa Bay, Kiambu, Kirinyaga, Machakos, Meru, Migori, Mombasa, Murang’a, Nakuru, Nandi, Nyamira, Siaya, Trans Nzoia, and Uasin Gishu.

Moreover, Ksh.454 million will be allocated to five counties for the construction of county headquarters offices. The benefiting counties are Isiolo, Lamu, Tana River, Tharaka Nithi, and Nyandarua.

Furthermore, Kshs. 29 billion will be allocated to conditional allocations from the proceeds of loans and grants from development partners.
